Trainer Development Specialist, Youth Program

Published 2025-12-02

About Quest Alliance:

Quest Alliance is a not-for-profit organization working across India,  dedicated to equipping young people with the skills they need to thrive in a rapidly evolving world of work.  Since 2008, we’ve been reimagining how young learners, especially those from underserved communities experience education, career readiness, and lifelong learning. We have been enabling equitable school-to-work transitions by building future-ready learning ecosystems that prioritize access, inclusion, and innovation.

Through strong collaboration with government systems, educators, communities, and civil society, we co-create tech-enabled learning experiences that empower young learners—especially those from disadvantaged and underrepresented backgrounds to build dignified, thriving  and future-ready careers.

We envision a world where education goes beyond access, becoming a powerful tool for self-empowerment, social mobility, and lasting impact.

About the Role :

We are seeking a dynamic professional to lead strategic trainer development initiatives across multiple platforms.

Government – Drive trainer development initiatives at the central government level (with MSDE. DGT), specifically contributing to the NSTI upgrade scheme to transform five selected NSTIs into National Centres of Excellence (NCOEs) for trainer development .

State Program – Work with Learning Experience & State Program Teams to help formulate state strategies on trainer development, oversee implementation of pilots, document learnings, disseminate insights etc

Ecosystem – Support Trainer Development work with FRSN Partners and facilitate stakeholder dialogues and collaboration around this theme

Role Description

Work with Central Government (advocacy) to drive adoption of trainer development strategies and interventions

  • Develop insights, strategies and recommendations to strengthen trainer development practices across the ITI ecosystem, building on existing research & insights.
  • Operationalize the Trainer Development strategy and roadmap for NSTIs in focus states where Quest is present.
  • Design and support tailored implementation for NSTIs in non-focus states.
  • Participate in dialogues, advocacy events and drive integration of trainer development strategies into critical schemes like NSTI upgrade.
  • Contribute to strategic consultations related to the NSTI upgrade scheme, including the National Steering Committee and State PMUs

Work with Program State Teams to enhance trainer development practice on-ground

  • Translate recommendations from the Trainer Development Paper into pilot concepts that LE team can design for State Teams to implement (e.g., recognition, CPD models, online trainer databases, volunteer programs).
  • Support the development of pilot plans, tools, and facilitation materials in consultation with LE, state teams and partners.
  • Gather field feedback, document learnings, and package them into reports, case studies, and knowledge products.
  • Foster cross-state learning by sharing tools, insights, and practices across teams.
  • Mentor state teams on inclusive practices that strengthen agency, confidence, and work readiness of ITI Trainers.
  • Support rollout of pilots, monitor implementation, and troubleshoot challenges.
  • Support conversations with state officials as required, under the guidance of the Manager.
  • Manage budgets allocated for pilots, track utilization, and prepare expenditure updates.
  • Compile regular pilot progress reports, donor updates, and case studies in collaboration with M&E and Communications teams.
  • Maintain data and evidence for monitoring, evaluation, and knowledge dissemination.

Work with FRSN Team to facilitate dialogues and collaboration around Trainer Development

  • Build and anchor a “Trainer Development Innovation Track” to crowdsource, incubate, and scale interventions aligned to the TDSSE paper and other ecosystem best practices.
  • Collate best practices from across the ITI ecosystem and maintain a Trainer Development database as a public hub for:
    • Updates on action projects.
    • Ecosystem insights.
    • Digital tools and toolkits.
    • Partner stories and innovations.
  • Work with Comms Team to publish Quarterly Insight Briefs to highlight trends, data, and success stories related to Trainer Development
  • Support the planning and facilitation of stakeholder dialogues and workshops related to Trainer Development

Required Skills and Experience:

  • 6–10 years’ experience in vocational training, education, skilling, or workforce development (preferably with exposure to ITI ecosystem, teacher/trainer professional development, or related reform efforts).
  • Strong experience in program design & implementation: has designed pilots, rolled out initiatives across multiple states, and documented learnings into knowledge products.
  • Demonstrated ability to engage government stakeholders (state-level departments, MSDE, DGT) and influence adoption of new models.
  • Prior experience working with NGOs, multilaterals, or CSR foundations in skills/education space.
  • Comfort with multi-stakeholder collaboration — especially managing partners, coalitions, or knowledge networks.
  • Academic background: Education, Social Sciences, Development Studies, Public Policy, or related field. A post-grad is desirable but not essential.
  • Willingness to travel to various states for pilot implementation support.

We are looking for

  • A systems thinker who can see both micro-level implementation challenges and macro-level policy opportunities.
  • Believes in trainer agency and inclusion — not just compliance-driven capacity building.
  • Collaborative and facilitative, not directive: able to bring together diverse actors (government, state teams, partners, trainers) and enable co-creation.
  • Learning-oriented: sees pilots as opportunities for iteration, reflection, and codification.
  • Comfortable with ambiguity and evolving mandates, thrives in “building while doing.” environment.
  • Deep understanding of trainer/educator development models (CPD, recognition, competency frameworks).
  • Project management (planning, tracking, reporting, budgeting).
  • Facilitation (workshops, dialogues, stakeholder consultations).
  • Strong writing, documentation, and communication skills.
  • Stakeholder engagement
  • Comfort with data-driven insights and dashboards.
  • Experience with research methods (qualitative interviews, case study writing, field-based data collection).
